Tennessee License Plate County Code List Tennessee is one of several states that has issued license plates by county. In the earliest days of county coding, a number was used for each individual county. For many states, such as Iowa, the county codes are in numerical order, representing the counties in Alphabetical order. Other states, such as Tennessee went by county population with the most populous counties having the lowest code #s. There is one exception, however. Although Shelby county is in fact the most populated, Davidson county holds county code #1 due to the state capital of Nashville being the county seat. This guide covers the county code list only for the years of 1939 through 1965. Starting with the 1966 base, a large decal was affixed to the bottom center of the plate with the county name. Numerical county codes resumed starting in 1971 but were updated due to population changes and do not match this particular list. County stickers resumed in 1989 and have been in use ever since. To figure out the county code, take a look at an old Tennessee tag dated anywhere from 1939 through 1965. For example, you have a 1949 tag with the number 64 - 109. 64 is the county code for Wayne county. Take another tag, say a 1956 with # 23P/2 - 86.
